[Libevent-users] bufferevent_setwatermark() not in event.h

bufferevent_setwatermark() from evbuffer.c isn't exposed in event.h.

I'm guessing it isn't used that much or else more people would have  
noticed, perhaps that also explains why the previously mentioned bug  
has remained dormant.
