[Libevent-users] evdns fixes

This patch fixes a problem in transaction_pick_id and makes
evdns_resolv_conf_parse return 1 when it cannot open the file.

The transaction id is not currently set from the time, and the
documentation specifies the return value for failure to open the
file as 1.
