I believe the explanation went something like this:

Apparently there is a (humourous) German expression related to the 
numerical figure 08/16. Eight being half of 16, it suggests that 
whatever it is, is "not bad"/average (I'm guessing that this would be 
like the "glass half full" euphamism more common to English speakers). 
Namlook started Fax by making the first release PK08/16 - hence "not bad".

If I haven't got my facts straight on this one, I'm sure someone will 
correct me. ;)
